It is reported as "invented" by a St. Louis Lieutenant named Christ Hoell. In some fire departments it was also known as the "Hoell Rescue Device."

It consists of a simple 2.5-meter ladder with a long, flat hook on its top, with serrations on the underside which gripped the sill.
